Garnaut calls for a carbon tax of up to $30 a tonne

Professor Garnaut says the government should shift to a full emissions trading scheme, where the price is set by the market, in 2015.

From that date industry assistance should be offered on the less generous basis he initially proposed - with compensation paid only for the gap between the world prices expected with a global carbon price, and without global carbon pricing.

He proposes the initial price of between $20 and $30 a tonne from next year be increased by 4 per cent a year for the first three years, before the move to a full market.
